superstar Neymar to whom he has been likened at the Olympics "Congress peddling ‘BJP lite’ is like Coke Zero it will get us zero” said Shashi Tharoor in an interview with The Times of India Tharoor cautioned against the growing temptation among political parties to pursue the soft Hindutva line to counter the BJP and urged the Congress to adopt an uncompromising position on secularism Shashi Tharoor AFP Fine Opposition parties taking to the saffron line would mean the defeat of secularism It would also mean closing the doors on the pluralistic ethos of the country It would perhaps be the beginning of the greatest genetic mutation of a country known for its adaptive assimilative and tolerant traits The mutation would make India resemble any Islamic country; the example closest to home would be Pakistan It is understood that a Hinduised India would be disastrous trapped perennially in conflict with a modernising society and a past that has been liberal and largely syncretic in character But why did secularism land in such a desperate state in the first place Unfortunately secularists who have been quick to raise the din over the BJP pandering to the religious sentiment of the majority are yet to put the question to themselves Minority-appeasing majority-othering diabolical and malicious: That’s how the BJP has successfully managed to paint secularists While the party has been at it for a long time there has been no effective counter to it from the latter The others including the Congress have been largely defensive in their response as if a covering up guilt How come Intelligent people like Tharoor should be able to find an answer to that The Congress’s revival depends largely on how well it articulates the concept of secularism in a country that is temperamentally secular Indeed it is ironic given the party’s history and the towering stature of its leaders But now something seriously wrong It can no more go to the people and ask for votes simply by claiming it is secular It has to find a new approach and break the big concept down in order to allow the masses to consume it easily Since it has assumed a sentimental overtone it has to go in for nuanced treatment The BJP has rather smartly pegged its attack on secularism to nationalism national security and thus captured the public imagination The former after all is a lesser concern when the larger issue of the nation is involved Even when it talks of Hindutva it comes with that nationalist overtone The Congress has to reformulate its approach to secularism keeping this framework in mind Is it easy Certainly not Tharoor advocates aggressive secularism It is good to the ears but how does one go about it If the party persists with the present approach it would mean fiercelydefending the minorities particularly Muslims The Congress’s approach to the Muslims so far has been full of ambiguity and hypocrisy Electoral politics is now past the phase where it can find a vote bank in stoking the sense of insecurity in the community The more leaders like Digvijaya Singh defend even those involved in crimes against the nation the more they are likely to alienate the majority and even a section of the Muslims There is another critical question Take the minorities out of the whole equation; how do you explain your secularism to the Hindus If there’s an explanation we haven’t heard it so far The Congress’s secularism has too often been indifferent to or dismissive of the Hindus The consequences are visible now If the party is serious it has to first explain secularism to itself and develop a sense of clarity on the subject Only after that it can try to reach out to the masses It will need people like Tharoor to think harder on the subject Of course soft Hindutva will as he says “will get the party zero” It will make Congress the BJP’s ideological B team Even as the Sikkim border dispute between India and China shows no sign of abating the Indian Army seems to have settled in for the long haul The army has pitched in tents indicating that they are unlikely to retreat unless there was reciprocity from China’s People’s Liberation Army personnel in ending the face-off at an government access to Pangong Lake China reacts sharply On Monday The Economic Times reported that theNarendra Modi government on Wednesday allowed the Tibetan government in exile — on the eve of the Dalai Lama’s 82nd birthday — to perform rituals on the shores of Ladakh’s famed Pangong Lake along the disputed boundary with China and pray for the long life of their leader China responded by publishing an editorial in the state-run Global Times warned India to refrain from playing the "Dalai Lama card": "When the Indian government attaches great importance to its relationship with China it keeps a tight grip on anti-China political activities on its soil However when it is dissatisfied or has conflicts with Beijing the Tibet card is played up But India may overestimate the influence of Tibetan exiles With the rise of China and as Tibet becomes better off Tibetan independence runs counter to the will of Tibetans The space for Tibetan separatists has been largely squeezed as more Western countries have snubbed the Dalai Lama The Tibet card is gradually losing its value If New Delhi is pulling the strings of the Tibetan exiles’ political act of flag-hoisting it will only have burned itself" Chinese media says ‘third country’s army’ could enter Kashmir An analyst at a Chinese think tank stated a "third country’s" army could enter Kashmir at Pakistan’s request using the "same logic" the Indian Army used to stop the Chinese military from constructing a road in the Doka La area in the Sikkim sector on behalf of Bhutan Long Xingchun director at the Centre for Indian Studies at China West Normal University wrote in the Global Times: "Even if India were requested to defend Bhutan’s territory this could only be limited to its established territory not the disputed state media have carried a barrage of critical articles on the Doka La standoff criticising India this was the first time Pakistan and Kashmir have been brought into the narrative "Indian troops invaded China’s Doklam area in the name of helping Bhutan but in fact the invasion was intended to help India by making use of Bhutan" the article said referring to the 30 June statement issued by country’s state-run doping system are preliminary International Olympic Committee (IOC) President Thomas Bach said on Sunday defending the organisation’s position amid vocal criticism The IOC opted not to ban all Russian athletes from the Rio de Janeiro Olympics after revelations of a wide state-backed doping programme across many sports Instead it chose a set of criteria for athletes to meet including a clean doping past and sufficient testing at international events that so far has allowed more than 250 out of the original 387 Russian athletes to be cleared for Rio Many anti-doping agencies athletes and even senior IOC member Dick Pound sharply criticised the decision saying the IOC lacked the leadership and courage to ban Russia hosts of the 2014 Sochi winter Games outright Some have even called for Bach’s resignation “The negative opinions are the ones most likely to be quoted” Bach told reporters “In these difficult decisions we will never have 100 percent majority” “In such a debate which touches on fundamental principles… if you had 100 percent it would not be a good debate” Bach said the decision taken this month to allow some Russians to compete was a difficult one but had to be made under severe time constraints due to the start of the Games on Aug 5 More measures will follow after the Olympics once the report commissioned by the World Anti-Doping Agency is completed by law professor Richard McLaren “Now we expect finalising the report and then we will take all the necessary measures” Bach a lawyer by profession said Bach defended the IOC’s decision saying despite the criticism his organisation was not emerging from this scandal with a black eye “No” he snapped when asked whether the doping affair had damaged the IOC’s reputation “And this is for very obvious reasons” He said the IOC was neither responsible for the timing of the McLaren report nor was it for WADA’s failure to act on the information regarding Russian doping it had received years ago Bach also defended the IOC’s ban of whistleblower Yulia Stepanova from the Games The middle-distance runner got the ball rolling with revelations on German state television ARD and has since fled Russian for North America for fear of her life Stepanova who had herself been banned in the past for doping was refused a spot despite being proposed to compete as a neutral athlete by the ruling body of international athletics the IAAF along with any Russian athlete with past doping sanctions “With the case of Stepanova we had to take a very difficult decision like with the participation of any Russian athlete” Bach said “We have to take all into consideration and also respect the Olympic Charter It was not easy” For all the latest Sports News download Indian Express App More Top NewsPhiladelphia: The United States battled into the Copa America Centenario quarter-finals in Philadelphia onSaturday after a Clint Dempsey goal clinched a 1-0 win over Paraguay Dempsey shot the hosts into the lead on 27 minutes at Lincoln Financial Field to guarantee them a place in the last eight from Group A along with Colombia who play Costa Rica later Saturday Derlis Alberto Gonzalez and Fabian Johnson during the Copa America AFP But Jurgen Klinsmann’s side were made to sweat through a nerve-jangling second half after DeAndre Yedlin’s rash dismissal left the hosts playing with 10 men for more than 40 minutes Paraguay spent long periods in the US half but a backs-to-the-wall defensive display from the Americans saw them hang on for a gritty win The victory left the United States on top of Group A level with Colombia on six points and the same goal difference but leading on goals scored Klinsmann hailed his side’s discipline after they regrouped to thwart Paraguay after Yedlin’s dismissal "It was a fantastic performance" the German said "The way they grinded it out the way they kept their shape and their discipline and the way they worked for each other was outstanding They all deserve a huge huge compliment" Klinsmann meanwhile refused to criticize Yedlin for the loss of control that led to his two yellow cards and an early shower "He just lost his head for a second" Klinsmann said of the 22-year-old "He’ll learn from that mistake Next time just cool down for a couple of minutes and slowly find your way back into the game" The defeat sealed Paraguay’s worst Copa America display since 2001 the last time they failed to progress beyond the group stage Klinsmann fielded the same starting line-up for the third match running setting up his side in a conventional 4-4-2 with Michael Bradley and Jermaine Jones in the center of midfield protecting the back four Brooke Shields A confident US opening period saw the hosts probe forward aggressively although their first shot came from a setpiece Fabian Johnson curling a free-kick over the wall in the sixth minute American adventure almost proved costly in the 11th minute however as Paraguay launched a swift counter-attack to set up a three-on-one scoring opportunity Only a superb covering tackle from John Brooks — later named man of the match — intercepting Miguel Almiron as he bore down on goal prevented what looked like being a certain Paraguay goal The opening exchanges also had a noticeable edge with Celso Ortiz earning an early booking for a crude foul on Gyasi Zardes only moments after he had flattened Johnson with a rough tackle Paraguay were the next to threaten however when Dario Lezcano’s header was saved well by Brad Guzan at the American keeper’s near post The breakthrough came on 27 minute when Zardes went clear down the left flank and crossed for Dempsey who drove in his 51st international goal The US looked to be firmly in control of the contest leading to half-time comfortably neutralizing the threat of Paraguay’s attack Yet the complexion of the game was changed after a moment of madness from Yedlin early in the second half the US defender picking up two yellow cards within seconds of each other to receive a red card It left the US needing to mount a massive rearguard action as Paraguay swarmed forward searching for a win that would see them advance However US keeper Guzan proved up to the challenge producing an incredible double save from Jorge Benitez on 82 minutes to preserve the US lead Washington:China continues to use on Tuesday with ally Shiv Sena raising objections over what it perceives as being against the interests of contract labourers At the weekly cabinet meeting the chief minister presented a proposal to exempt retail shops and traders from provisions of the Maharashtra Mathadi Hammal and Other Manual Workers (Regulation of Employment and Welfare) Act 1969 a legislation that is nearly four-decades old The law deals with wage and service conditions for head loaders and other contracted employees who stack carry and offload material The proposal tabled as part of the government’s new retail trade policy advocated exempting about 27 lakh retail traders in the state from the provisions of the law The proposal argued that those on the payrolls of such establishments would remain protected as permanent labourers Another proposal was to exempt firms employing fewer than 50 employees from provisions of the Contract Labour (Regulation and Abolition) Act 1970 Currently this law is applicable for all those employing more than 20 employees The Shiv Sena ministers arguing that a majority of retail establishments employed contractual labour objected strongly to both moves Fadnavis failed to resolve the deadlock and was eventually forced to defer a decision on the proposal Last year the BJP managed to push through some amendments to the Factories Act including redefining which businesses should be bound by it effectively excluding 14300 small units from its purview The government has also opened the doors for women labourers to work on night shifts But on Tuesday the Shiv Sena’s Ramdas Kadam argued in the cabinet meeting that the state government actually had no powers to amend labour laws While mantaining that the proposal worked against the interest of contract labourers Kadam reportedly also questioned the legality of the state’s plans to amend various labour laws Maharashtra’s Transport Minister and Kadam’s party colleague Diwakar Raote echoed Kadam’s views forcing BJP ministers to cede ground Ironically the labour department led by the BJP’s Prakash Mehta has also opined against the move to amend the Mathadi Hamaal Act In an official communication the department has said that the move could deprive lakhs of contract workers the right to provident fund gratuity and bonus benefits they are currently entitled to Incidentally Mehta himself remained absent at Tuesday’s cabinet meeting Since amendments to labour laws require the consent of the entire council of ministers Fadnavis had also invited ministers-of-state to remain present for the meeting Sources said throughout the discussion Kadam remained defiant even as Fadnavis offered to appoint him on a previously appointed panel to review about 20 laws and rules pertaining to labour and
